hen arriving at or departing from Daniel K. Inouye International Airport (HNL), you’ll sense this isn’t your typical transportation hub. The “aloha spirit” welcomes with trade winds, tropical flower scents and landscaping that enlivens open-air walkways. Passengers arriving in Hawaii directly from an international airport must still comply with U.S. federal requirements. AIRPORT W BIG NEWS A five-mile/four-station segment of the Honolulu Skyline Rail Service opened in October 2025, enhancing HNL access from Pearl Harbor and Middle Street. Located on the mauka (mountain) side of Terminal 2, Lelepaua Daniel K. Inouye International Airport Skyline Station connects to the Terminal 2 Parking Garage (4th floor) and International Parking Garage (4th floor) via a pedestrian walkway on the makai (ocean) side of the station. 16 Hawaii Military Guide • Summer-Fall 2026

Riders may also enter or exit the station from the ground level on Ala Onaona and Ala Auana streets. AIRPORT MODERNIZATION PROGRAM The State Department of Transportation (DOT) is advancing a $7 billion pipeline of airport construction and modernization projects during the next seven years as it works to overhaul terminals, airfields, and support facilities statewide. Among major enhancements at HNL are: • Mauka Concourse Expansion encompassing a $340M, 270,000-sq-ft terminal with updated passenger amenities and six new wide-body or 12 narrow-body gates. • Overhaul of multiple Terminal 2 ticket lobbies to feature reconfigured baggage handling and touchless ID technology for TSA PreCheck. • Dining upgrades focusing on local food and beverage options, including Waialua Bar & Cafe and upcoming partnerships with Summer-Fall 2026 • Hawaii Military Guide 17

MOBILE PASSPORT CONTROL HNL has successfully implemented Mobile Passport Control (MPC) technology allowing eligible travelers to expedite entry into the U.S. via the CBP Mobile Passport Control App, which can be downloaded on both iOS and Android devices. Check eligibility at cbp.gov. Benefits of MPC at HNL include faster entry into the U.S., shorter wait times at customs, secure and streamlined processing, and improved passenger experience with no compromise on security. DEPARTURES To be eligible for TSA PreCheck, U.S. Armed Forces members must include the DOD ID number from the back of the Common Access Card into the “Known Traveler” field when booking flights or updating a Defense Travel System profile. If you have a TSA PreCheck indicator on your boarding pass, family members 12 and younger may also benefit from expedited screening. Popular dining options including Stinger Ray’s Bar & Grill, California Pizza Kitchen, Sammy’s Beach Bar & Grill, and Kona Brewing. And in Terminal 1, the locally-inspired Mauka Market features Hawaii favorites, full bar serving spirits and brews, and a 24/7 grab-and-go with self-checkout. You’ll also enjoy access to ATMs, newsstands, recharging stations, and shopping for pre-inspected tropical plants and “Made In Hawaii” items. ARRIVALS Located throughout the facility, Visitor Information Program Desks are typically staffed from 0500 to 2230 daily. If unstaffed, call (808) 836-6413 from adjacent phones. Drivers picking up arriving passengers may wait in cell phone lots located off Nimitz Highway on Aolele Street (near Lagoon Drive) and on Service Road A near the Airport Post Office (intersection of Nimitz Highway and Aolele Street). Drivers can park in a lot without charge for up to one hour. Check this section’s map for details. As another option, Transportation Network Companies (TNC) Uber and Lyft pick up at various locations that are primarily located on the ground level median curb across from baggage claim areas. WIKI WIKI SHUTTLES Operating daily from 0600 to 2200, Wiki Wiki Shuttles provide complimentary service (including luggage transport) between HNL terminals. Terminal maps and shuttle details are available at airports.hawaii.gov/hnl. USO LOUNGE Have a delay or simply need assistance? Visit the USO Lounge between Baggage Claim areas 19 and 20 on Terminal 2’s ground floor from 0800 to 2000 Monday-Friday, and 0830 to 2000 Saturday and Sunday. Across from Baggage Claim 19 carousel, you’ll also find an Army Liaison Counter open daily for processing. RENTAL CARS Directly across from Terminal 2, the Consolidated Rent-A-Car (CONRAC) facility houses rentals from Alamo, Avis, Budget, Dollar, Enterprise, Hertz, National, Payless, Thrifty, and Sixt. For offsite rentals, proceed to the PRE-ARRANGED 4 area located on the ground level at the west end of the CONRAC structure. Prior pickup arrangements are required. PLANT & PET RESTRICTIONS The Animal Quarantine’s Animal Import System (AIS) has launched web-based tools to streamline the animal import process, including the Hawaii Pet Owner Portal (HIPOP). From one convenient location, this online system allows pet owners to complete and print required applications, access important forms and track the status of their submissions. These updates help improve efficiency and ensure a smoother experience for individuals bringing pets into Hawaii. Learn more at hdoa.hawaii.gov. It’s a partial reimbursement of your expenses for lodging and meals for up to 60 days. If your branch is Navy or Air Force, you must first call Navy Lodge at (808) 440-2290 or you may not be reimbursed. You are authorized TLA if you are: • Active Duty reporting without family and cannot be lodged in the BEQ/BOQ • Active Duty reporting with family You must apply for TLA at the Housing Office of your permanent duty station within 72 hours of arriving on Oahu. TLA is normally authorized for the first 10 days. After that, it can be renewed in 10-day increments for up to 60 days with proof that you are seeking housing. Your TLA amount depends on family composition and lodging type (with or without kitchen). To determine daily meals, incidental expenses (M&IE) and lodging ceiling, visit www.gsa.gov/travel/plan-book/ per-diem-rates. If you mention that you are on TLA, most hotels will accept payment in 10-day increments. However, remember that TLA is reimbursable. You may need to pay the first 10 days out of your own pocket. It’s recommended that you be prepared to use either a government credit card or your personal credit card to cover hotel expenses. For reimbursement, you’ll need to present the hotel bill to your TLA office. When necessary, TLA may also be approved prior to your departure from Hawaii if you were living on base. HUNT MILITARY COMMUNITIES Hunt Companies, Inc. has been involved in the Military Housing Privatization Initiative (MHPI) program since its inception in 1996. In Hawaii, the acquired Ohana Military Communities (OMC) military housing installations include Navy and Marine Corps Bases on Oahu and Kauai. Navy Lodge is the official government lodging when on PCS Orders in Hawaii

ARRIVAL All residential neighborhoods are located either on or within close proximity to your installation. Residents enjoy amenities such as 24/7 emergency maintenance, a variety of floor plan options, free activities, and walking and biking trails. Rent and utility expenses will vary depending on your living standards, preferred location and number of dependents. You might encounter residences exceeding your monthly BAH, but there are also pleasant, albeit smaller, apartments available for hundreds less than your BAH. It’s crucial to ensure your lease is military-friendly, including a clause that safeguards you from consequences if you’re required to break it due to PCS orders. Hawaii’s housing costs may initially cause sticker shock compared to other places in the U.S. However, Active Duty military members stationed here receive a significant Basic Allowance for Housing (BAH), often sufficient to cover rent or mortgage payments. BAH amounts vary by rank and dependents, and service members typically receive a Cost of Living Adjustment (COLA). Opting for offbase living offers a different perspective on Hawaii life while retaining the perks of base access. The following tips can assist in securing a rental: • Arrive In Hawaii First: Many landlords will not rent via a video conference and want to meet the tenant in person. So, it’s best to be in Hawaii before starting your rental search. A local telephone number may also make you a stronger candidate. • Temporary Accommodation: A hotel or on-base temporary housing is often a typical place to stay if you can’t secure an off-base rental place before arrival. • Check Rental Websites Early And Frequently: Craigslist, Facebook, and Zillow are great platforms to look for Hawaii rentals. New properties are listed all the time and often rented very quickly. So, if you see something of interest, don’t wait. • Beware Of Scams!: If something seems too good to be true, it often is. For example, looking at comparable listings for a one bedroom will give you an idea of what to expect in terms of pricing. Whether you plan on moving your pet to Hawaii or acquiring one after you arrive, these tips can help make pet ownership in paradise a wonderful experience. MOVING YOUR PET Hawaii is rabies-free. Therefore, the state has set very strict quarantine regulations for importing pets. As the primary port of entry in the Hawaiian Islands, Honolulu’s Daniel K. Inouye International Airport (HNL) is the quarantine and inspection check point for all animals arriving in the islands. F PETS IN PARADISE 54 Hawaii Military Guide • Summer-Fall 2026

You have multiple options for relocating your pet to Hawaii. You can fly with your pet by following the quarantine regulations as detailed on the Animal Import System (AIS) web-based portal at DAB.Hawaii.gov. Or contact veteran-owned Island Pet Movers (IslandPetMovers.com) to handle transportation and all paperwork involved for same-day release of your pet to you at the airport. Relocating pets to and from Hawaii, and the U.S. Mainland and Neighbor Islands, the company extends a military discount upon request when booking. ANIMAL QUARANTINE If transporting your pet with you, the AIS portal allows pet owners to complete and track import applications online, and includes a FAQ for Hawaii’s Five-Days-Or-Less Program. Upon landing, dogs and cats arriving in Honolulu will be taken from the aircraft by airline personnel and delivered to the Airport Animal Quarantine Holding Facility (AAQHF). Here, pets are removed from their carriers, placed into indoor kennels, and provided with fresh water. Food may be provided at owner’s request. Pets are inspected, including a check for ticks and other parasites. If all paperwork was received on time and is in order and there is no discovery of ticks, parasites or signs of disease, your pet should be eligible for Direct Airport Release. Note that the typical one- to two-hour process has frequently seen delays during the past few years. If eligible for Direct Airport Release, pet(s) can be picked up by owners from AAQHF immediately after inspection is complete. Ensure that you have transportation for your pet–especially large dogs–as your pet must be secured in its container until you leave the airport property. PET BOARDING Since there is typically a waiting list for onbase housing, it could take days or weeks to find an off-base rental allowing pets. Also, few hotels allow pets. So, you may have to kennel yours until your home is ready or even longer if you decide to travel. For resources, click on the Army Services tab and then the Family & MWR Pet Kennels link under Army Services at Hawaii. ArmyMWR.com. Recently relocating its facility from Aiea to Wahiawa across from Wheeler Army Airfield, Paradise Pet Care Center (808-787-1567) offers 52 dog kennels, 10 cat kennels, grassy lawns and large exercise/play areas. If the facility is full or access is inconvenient for you, Google search “Oahu Pet Boarding” for more options. PET FRIENDLY RESTAURANTS Want to dine out with your canine that isn’t certified as a service animal? Websites such as BringFido lists dog-friendly Honolulu restaurants or those known to offer an outdoor area where four-legged friends are allowed. Be aware that Hawaii law imposes fines for passing off a pet dog as a service animal. PET FRIENDLY ACCOMMODATIONS Within a half-mile of HNL on Nimitz Highway, Airport Honolulu Hotel and Best Western The Plaza Hotel provide pet-friendly guest rooms. Humane Society (HHS) are key resources for pet adoption and care in Hawaii. Both websites display pets waiting for new forever homes. All dogs three months and older must wear a county-issued license tag available from HHS or any Satellite City Hall. Note that it is vital to keep your pet’s I.D. current. HHS updates microchip information in the state database or offers microchipping for $20 (includes registration). In addition to its Moiliili location, a new HHS West Oahu facility has opened at the Kosasa Family Campus in Hoopili, located at 91-1945 Fort Weaver Road in Ewa Beach. OSPCA also offers microchipping at Petco events that are listed on its website. VOLUNTEERING OPPORTUNITIES Looking for a meaningful way to volunteer? Oahu offers you multiple options. Both OSPCA and HHS provide outreach programs on bases and in the community where you can adopt a pet, sign up to volunteer, and foster canines and felines. Hawaii Fi-Do Service Dogs allows families to raise service dog puppies for individuals with disabilities (other than blindness). The year-long commitment helps shape the puppy’s temperament and personality for future service. While previous dog training experience is not required, it is recommended for those who have a dog or who have had one in the past. Tripler’s Human Animal Bond Program provides a similar service in conjunction with the American Red Cross. The latter’s Animal Visitation program allows volunteers to bring pets into clinics, wards and waiting areas for casual visits. Both pets and handlers are screened and trained. TRANSPORTATION ne of the best things about driving in Hawaii is the beautiful scenery. However, the rules of the road are likely different from those in your previous state or country of residence. A Hawaii state law requires that all car passengers–including those in the back seat–wear a seat belt at all times.
