78 Hawaii Military Guide • Summer-Fall 2026 YOUTH EDUCATION STRIVE HI PROGRESS Hawaii’s public schools are displaying steady progress in improved performances. Hawaii’s school accountability and improvement system, Strive HI, is designed to meet the needs of students, educators and schools. It aligns and connects key state education policies and initiatives to position students and educators for success, and uses data to measure progress and target resources. According to the Hawaii State Department of Education (HIDOE) 2024-25 Strive HI Performance System Report, students are gaining ground in science, math and language arts, while attendance and college enrollment are also on an upswing. Superintendent Keith Hayashi notes that these results are a clear indication that Hawaii’s public schools are in a positive mode. “Our students are gaining ground in every core subject and more students are showing up to school ready to learn. With last year’s gains, we expect to reach academic recovery from the pandemic this year (2025).” In addition to academic achievement and growth, the annual Strive HI Report provides a snapshot overview of how students are performing in such areas as on-time graduation and progress toward closing achievement gaps. Key year-over-year 2024-25 Strive HI results include: • Statewide science proficiency increased by 2 points to 43% • Statewide language arts proficiency increased by 1 point to 53% • Statewide math proficiency increased by 1 point to 41% • Statewide regular attendance increased 1 point to 76%, with gains across all student groups • Post-secondary enrollment for the Class of 2024 increased 3 points to 53%— breaking out of a four-year plateau at 50-51% • On-time graduation remained steady at 86%% Also note that Hawaii is among 13 states administering the Smarter Balance Assessments for language arts and math. Of the seven states reporting early achievement results for the 2024-25 report, Hawaii was deemed the state closest to academic recovery. At that point, a national study conducted by researchers at Harvard and Stanford ranked Hawaii fourth in the nation for math recovery and second for reading recovery since the pandemic–underscoring the state’s rapid academic rebound. PUBLIC SCHOOLS OVERVIEW For the 2025-26 school year, Hawaii’s public and charter schools are navigating shifting enrollment, with overall public enrollment dipping while charter schools experience a 10% growth in demand since 2020. Statewide, just over 13,000 students are enrolled in kindergarten through 12th grade across 38 charter schools. Enrollment at Hawaii’s 296 public schools has reached 163,651 students. All public schools are administered by the State of Hawaii.
